Summary
The Supervisor of Testing and Accountability coordinates and oversees the administration of all national, state, and local assessments to ensure compliance with federal, state, and local requirements. The position provides leadership in test administration, security, training, and communication with internal stakeholders, the Virginia Department of Education, and testing vendors. The Supervisor analyzes and reports assessment data to identify instructional strengths and areas for improvement while supporting data-informed decision-making across the division. This role also ensures accountability by maintaining testing integrity, developing effective assessment systems, and supporting districtwide continuous improvement efforts.
Essential Duties and Responsibilities:
Testing
- Provide leadership in the coordination and administration of national, state, and local assessments at all levels to include pre-k, elementary, middle and high school during the regular school year and summer session.
- Serve as liaison to the Virginia Department of Education (VDOE), test scoring vendors, other school divisions, and internal departments and schools regarding testing matters.
- Order all testing materials and ensure timely distribution.
- Maintain the security of testing materials and implement policies and practices to prevent breaches in test security.
- Coordinate, develop, and prepare training materials for each test administration.
- Provide training to administrators, school improvement specialists, and school test coordinators on proper test administration and test security protocols.
- Provide leadership and guidance to school test coordinators.
- Attend state-provided test administration training and develop local procedures to ensure compliance with all state testing mandates and procedures.
- Provide technical assistance to school administrators and school staff regarding test administration.
- Collaborate with the instructional team to create the division assessment calendar
- Respond to inquiries from school administrators related to testing procedures.
Data Analysis
- Analyze and communicate assessment results to identify strengths and weaknesses in instructional programs.
- Identify priority areas for instructional improvement based on assessment data.
- Coordinate and assist in the interpretation of federal and state guidelines to ensure proper analysis and use of test results.
- Serve a lead role in the development of a balanced assessment system to accurately measure student mastery of content knowledge and 21st-century skills.
- Work closely with the Department of Technology and the Innovative Learning Specialist to ensure accurate data availability for schools and departments to support continuous improvement.
- Serve a lead role in developing user-friendly assessment reports for central office administrators, school-level administrators, and teachers.
- Support administrators and staff in the analysis and interpretation of assessment data.
- Respond to inquiries from school administrators regarding assessment results.
Accountability
- Direct, evaluate, and continuously revise division testing methods and procedures to ensure accurate, reliable, and compliant assessment practices.
- Communicate guidelines related to the VDOE accountability/accreditation models and support schools with data associated with the guidelines.
- Use assessment data to support division-wide accountability and continuous improvement efforts as related to the strategic plan.

Required Knowledge, Skills, and Abilities:
- Broad knowledge of both central and school-based administrative policies and procedures, including the functions and supports needed for each department.
- Comprehensive knowledge of school law – federal, state and local, and the regulations of the State Department of Education that governs school operations.
- Comprehensive knowledge of and ability to apply or ensure compliance with School Board policies, procedures and mandates.
- Ability to analyze and interpret data and develop strategic action plans based on the data.
- Ability to establish and maintain successful working relationships with staff, students, and citizens.
- Ability to communicate skillfully both orally and in writing, including preparing reports, making formal oral presentations, participating fluently in meetings, etc.
