Job Title: Director of Student Services and Interventions

Summary
The position is responsible for directing the effective coordination and delivery of student support services throughout the school division. Student services programs include school counseling services, student records, social work services, alternative education, student interventions, Section 504, attendance, MTSS, PBIS, SEL, school safety and security, student health services, and other student services. The following duties may be performed personally or through subordinate supervisors.
Essential Duties and Responsibilities
- Oversee division school counseling functions and programs.
- Oversee student health services functions and programs.
- Direct the implementation of division alternative and restorative education programs, including but not limited to, homebound instruction, alternative education classrooms, ISAEP, alternatives to suspensions, mentoring, and other preventative programs for students designated as at-risk.
- Provide leadership and oversight in the synthesis, disaggregation, analysis, and interpretation of relevant data including, but not limited to, academic, attendance, and behavior, to examine overall student outcomes and achievement to identify trends, draw conclusions, and develop action plans.
- Direct and provide supervision for the implementation of division attendance policies and programs, including attendance teams, attendance reporting, and legal proceedings to enforce Virginia compulsory attendance laws.
- Direct the division’s school safety procedures, including leading the Safety Committee, the Division Crisis Team, coordinating compliance with safety training, monitoring and providing leadership in compliance with the division's restraint and seclusion guidelines, and the implementation of any other safety-related policies or initiatives.
- Serve as the division Emergency Manager.
- Serve as the division’s liaison with the Powhatan Department of Social Services, the Goochland-Powhatan Community Services Board, the Powhatan Fire Department, the Powhatan County Emergency Manager, and other community agencies as directed by the Superintendent.
- Serve as the division’s Section 504 Officer and compliance manager.
- Serve as a division Instruction Team member.
- Serve as the division representative for FAPT (Family Assessment and Planning Team).
- Oversee and monitor implementation of student record management, including compliance with FERPA and retention policies.
- Oversee implementation and monitor outcomes of the division’s student Wellness policy, including leading the School Health Advisory Committee and the division Wellness committee.
- Provide oversight of student enrollment and registrars.
- Provide research-based knowledge and strategies to implement interventions, plans, and progress monitoring to address and improve the academic, attendance, environmental, social, and behavioral needs of students.
- Collaborate and support instruction and case management efforts alongside caregivers, teachers, school counselors, school psychologists, administrators, community partners, etc.
- Design and conduct community education and outreach activities to aid in caregiver support of the whole student.
- Direct the PCPS Foster Care Liaison in providing support for eligible students and families; attend relevant training and remain up to date on policies associated with the Every Student Succeeds Act as it relates to foster care and education.
- Direct the PCPS Homeless Liaison in providing support for eligible students and families; attend relevant training and remain up to date on policies associated with the McKinney-Vento Homeless Assistance Act.
- Provide training and oversight to multi-disciplinary teams including, but not limited to, student assistance teams, threat assessment teams, 504 teams, and safety planning teams.
- Direct the School Health Advisory Committee, PCPS Wellness Committee, PCPS Alternative Education Committee, and other ad hoc committees as assigned.
- Co-lead the PCPS Safety Committee, including the development of the PCPS Crisis Manual and the development and monitoring of safety and security protocols.
- Develop and monitor outcomes of applicable federal and state grants and programs.
- Seek grant opportunities and develop grant applications to support departmental and school division needs and priorities.
- Design and deliver professional development opportunities for various employee groups.
- Serve as a member of the Superintendent’s Cabinet to provide leadership and oversight on related student supports and services.
- Maintain accurate and complete records as required by law, division, policy, and administrative procedures; complete assigned, related state reports.
- Maintain appropriate confidentiality and share knowledge in a professional manner.
- Serve as a member of the Central Office Leadership Team (COLT).
- Perform other duties that may be assigned by the superintendent, or designee.
Qualifications
- Strong assessment skills, knowledge of individual and family dynamics, student development, and adaptive behavior.
- Ability to develop working relationships with students, caregivers, and professional colleagues within the school division and community.
- Proficient with Microsoft Office, Google Drive, PowerSchool, and related technology.
- Excellent verbal and written communication skills.
Education and/or Experience
- Master’s of Education, Master’s of Social Work (MSW), or other related fields.
- VDOE Licensure with an endorsement in Administration and Supervision required.
- Three years of school-based administrative experience, to include supervision of staff, with principal experience preferred.
- Division-level experience preferred.
- Valid Virginia driver’s license.
Language Skills
Ability to read and understand reports/evaluations by medical doctors, clinical psychologists, and other professionals. Ability to understand and apply Virginia Code related to attendance and other education topics. Ability to create written correspondence/reports directed to various reading levels ranging from caregivers with less than high school education to professionals with advanced degrees. Ability to speak effectively with students and caregivers as well as professional colleagues.
Reasoning Ability
Ability to understand written policy and procedure and explain the same to students, caregivers, division staff, and other professionals, especially as it pertains to attendance, interventions, and special education concerns. Ability to interpret policies and procedures of other agencies.
Physical Demands
Ability to see, hear, and speak with others. Ability to use telephone, computer, and other office machines as needed. Ability to drive to other locations for meetings or interviews, including making home or worksite visits to caregivers.
Work Environment
Access to an office that provides a sense of privacy so caregivers are comfortable discussing confidential family issues. Access to telephone and computer with a high degree of privacy, as well as storage for confidential files and documents.
Evaluation
Performance on this job will be evaluated by the Superintendent in accordance with school board policy and administrative regulations on the evaluation of certificated personnel.
